I'm guessing dancing, you don't need music to dance. However you could call keeping a beat, tapping your foot to create a tempo music. So technically music came first but composing and song writing and the kinder music we know came second. It really depends on how you look at it.

I would have to say dancing. Dancing could be done in many ways without music. As soon as humans arrived on Earth, they had the ability to dance. & then we learned to make music.

A really good question, and really interesting to consider. (Funny how many people "know" the answer).
In many places and cultures (Africa and India) the two are not thought of or performed separately.
Dance could evolve from ritual, or mime; music from the voice and simple percussions. These would naturally go together, and so my guess is that there never was any separation until the rise of so-called "civilisation" and the expression has evolved multi-dimensionally.
