We define it by it's viscosity. It's the only element that has been identified in the Universe that is the most fluid and viscous with the widest temperature change before it freezes. Other elements simply solidify or freeze to quickly compared to H2O.
Water are two hydrogen atoms and one oxygen molecule that look like Mickey Mouse. They attract each other and grab onto many elements in between the molecules and carry them along.
This fluid movement mixes salts and transfers sediments easier from one location to another which creates an ideal situation to form life. That's why scientists are planning on searching for life on Jupitors moon that has under the surface water.
Wet merely describes the sensation you feel when this element is felt on your skin or the observation of this element covering a surface before it is absorbed and or evaporated.

Try as I might I can't give you a definition of wet.
Water molecules have an adhesive quality that will adhere to surfaces that are drier, now all you need is a definition of dry. Put the wet and dry together with good ole H20 YOU GOT WET.
