Are we speaking of the switch at the bottom of the rearview mirror? If so, that changes the prism in the mirror. It's used, bacially, during night driving. When some airhead is behind you, with their high beam (bright lights) on and it's blinding you, flip the switch. It also works when one of those smarta$$ 4X4's or tractor trailers is breathing down your backside......BUT so does a quick tap of the brakes.

it changes the angle of the mirror so that at night you aren't blinded. its called a day/night mirror

Depends on the vehicle. Mine automatically adjusts the lighting so you don't get blinded to death.
