Simple 4-Stroke runs fine, but has to be run on full throttle, as it dies on low. After a short time, it dies too? and you get this splutter of fuel and air coming back out the carb.

The exhaust fumes are not coloured, which indicates too much or too little fuel..

The carb is really simple, only a butterfly valve, it is vertical if you look at it, so that maximum fuel is getting in.the idea of the gasket being bust sounds good, but its been stripped and it looks ok.

Sounds like not enough fuel is entering the carbs-therefore, it only runs when its throttled, when it gets enough fuel. This explains the splutter-too much air, not enough gas. check the lines leading to the carb, and as mentioned above, check the gasket.

Well, I'm going out on a limb here I guessing this is on a lawnmower, rototiller, or other home and garden type equipment.

If it was a lawn mower, I would wonder if you hit something with the blade and made the engine come to a quick stop.
If that happened, you may have partialy sheared the key between the crankshaft and flywheel.
That would throw the ignition timing way off.

If it has been sitting for a long time, the fuel in the gas tank may have somewhat evaporated from the carburator, and fuel tank leaving you with old icky gas. Old gas does not burn well.
(drain, and flush the fuel system) Drain the carburator too.

Also, if there is carbon built up on the spark plug, it will not ignite the gas\air mixture very well. Or wrong spark plug gap..030"(change the spark plug)

Could be other things too, but those are easy to check out.

sounds like to me you have a serious leak in a vaccum hose somewhere is this does not work and your vehicle has a carburetor on it take a look at the gasket around your carburetor it may have a tear in it allow to much air to get in
