You do not say what model or make of car , if its not a fuse , then the impeller is stuck which often happens to a heater because it has not been used all summer , look inside the air inlet to the heater userly under the bonnet you may be able to see the impeller it looks like a water mill paddle but much finer fins and closer together use something long like a long screwdriver and just keep trying to make it move if you can free it of them switch it on , if it spins spay some WD 40 into the inlet and leave it running for a few minutes

Like mentioned above sounds like the heater core has a leak (should be located on passenger side near glove box). If you are misting up and it has an oily feel to it it is for sure the heater core! If you smell anti-freeze get the vehicle in for a heater core as these fumes are fairly toxic.
However, if your heater fan is not working then it is your blower motor which is fairly cheap and easy to replace.

check the wire to the blower. the blower is usually by the passenger's feet. clean the plug ends on the heater and the power lead with some cleaner they make for automotive connections. comes in a spray can you get it at the auto store. mine the whole plug had gone bad so i cut it out and the wire and put new wire

that's not alot of info to work off of, but I'm going to take a shot at it anyways.
Sounds like a leaking heater core problem, by what your are describing. If you mean the windows are fogging up with a residue on it. If you smell antifreeze and the carpet is wet right up under the passenger side dash. Then you've got a heater core leaking. That's all I can give you with the info you gave.

keep window open when driving along, even a little helps. Get an electric blower, or get it fixed!cheers

Fix the heater - meanwhile, drive with the window open (condensation will escape through the open window) very uncomfortable way to travel, this should encourage you to get the heater fixed.

you don't need the heat to clean your windows from the inside, the vent will do. try it it just takes a little longer but works. other way with a lighter, light up near the windshield, will not break. that will unfog it too.
