I heard you can not crap until you get to international waters. Is that true?

You can use a marine toilet in inland waters if it has a holding tank. The tank can be pumped out to a handler for treatment and disposal, or you can discharge it offshore outside three miles. On Large Vessels such as ships they have Marine Sanitary Devices(MSD) which are basically sewage treatement plants. they also discharge offshore.

yep its true, they give you little baggies when you go on crusies and what not, because you cant use the toilets. So everybody is walking around with these stiking bags of there own ****. Havent you seen the comericals before, well if you havent noticed they all have a bag with them somewhere. Its because they cant poop in the toilet...

No. There are however environmental rules about dumping black water or wastewater within a certain proximity to land and within harbours and such.

Yep, and then only in international waters if you have a permit. Otherwise you have to hold it in until the boat gets back to shore.
