Who over sees this or who has control of turning off the mics between plays.

The transmiter in the helmet is shut down with 15 seconds left on the play-clock. It is done on a timer. the coach can talk to the QB but the QB can not talk to the coach.

There is a time limit on how much they can talk and it is turned off a certain amount of time into the play clock runoff. i am not sure who dictates it tho.
