You could attempt to use the little motor from one of those wind up toys or pull back cars. You could also find a coil-spring to wind up; as it uncoils it can turn anything you have mounted on the same shaft.
A propeller is a very complicated thing to design, and if you don't get it right it's a VERY inefficient way of imparting energy to the water. A paddle wheel is a more basic design. If you mount one on either side of your boat (on the same shaft) and cause the shaft to turn with a simple machine described above you should have a basic, but pretty reliable propulsion system.
NOTE: paddle wheels should not be totally submerged! Only the bottom 1/4 or so of the wheel should be in the water, otherwise you are using a lot of energy to push water down and raise it back up instead of just pushing it towards the back of the boat - or pushing the boat forward, depending on your reference point. (Think of the tangents to a circle)

Steam Boat. Coil a small tube of copper and put a candle under the coil to heat. Intake is up in center and put the out toward the back. I will try to find you a picture or better instructions.
