When I was running SAP implementation projects, I used:
http://www.sapfans.com - independent web boards of SAP consultants and users
http://www.asug.com - American user's group
I have also used ITToolbox.com and http://www.experts-exchange.com/ to solve specific issues. I don't know if those resources are free anymore.
