I have a student that has a difficult time staying on task when it is time to work on his word pack cards. I was thinking there might be some kind of game I could make with the words on his word pack cards so he might be more motivated to work on them; but I can't think of anything. Any ideas? I really need to get my student motivated and moving along closer with the rest of the class.

Find out what he is interested in, and make levels according to that, like the video game levels for so many sets of words that he masters, or works with. Make a chart showing the levels and have him put stickers in the chart to show progress.

For example, if he is into cars, have less expensive cars be lower levels, but the sporty hot cars be higher levels. It would help if he makes up the levels with you.
