Well erm.. if you can't buy online you're looking for specialist record shops, but you haven't said which area which doesn't make it easy to help you.
I did a search of (all together not one at a time in google) "mental generation" "cafe del mar" NOT "energy 52" and came up with a few places where you could find it, one of them was Amazon.

Ive got the underworld mixes on 12".... Dunno where you would get the track on cd tho...
