If you are sure that both motors work and you have already replaced the fuse, then the only things left to check is the blower motor relay which should be located under the hood in the power distribution box, the blower motor switch and lastly the wires running to the blower.

Try the heater core. If heater core is bad you should be able to feel a wet spot on the carpet. Or, maybe a packrat has built a nest in your duct work. Do you live in the country? Check the fuse?

buy the appropriate repair manual for your car - I prefer the Haynes manual and follow it to a "t". Todays cars becoming more and more "electronic" all the time. Your "high " speed is a different circuit within the system itself. My guess is that it is controlled by a main electronic control box on or near the blower moter. When you turn the fan knob to the maximum position it stops using one circuit and starts using the high speed circuit - which is why its smooth turning the knob until you get to the very highest speed and then you turn it just a littl emore and it "catches" at the very end of the turning motion.

clean the electrical plugs to the blower. if that doesn't do it get a voltage meter and see you get the required current when you turn the heat on

Have you checked to see if the fuse may have been burned out? Also, check to see if the electrical has been reconnected.
