Let's look at the two claims carefully.

"I could & I would" both express attitudes about the past, "I could x": It was possible to do x; but also used to express conditional possibility: It is possible to do x, I can x. "I would x": as past tense for will, expresses future intentions in that time frame; also used in conditional sentences to express choice or possibility: "I will do x, given y" -- that is, "If I could, then I would". Nearly all other usage of these words is a linguistically deferential form of politeness.

If you are using a definition of "would" that includes choice or possibility, such that the following makes sense: "I would go to the bank if it were open", then you may very well say possibility entails action or "if I could I would" but not the opposite direction.

Another way to say "would" in this sense: "If it is possible to do x, then I will do x". You cannot deduce possibility, "it is possible to do x," from such a claim.

For instance, "I would fly to you on the back of a griffon!", does not thereby entail that I could do such a thing.

IF however, we mean "would" in the sense of repeated passed action, such as "we would go to the beach house every August", then of course it was also possible to do so. If it were not possible it would not have happened. This is the only sense in which "If I would I could" makes sense, but not in the same respect as "If I could I would" -- which would be absurd: "We were able to [insert vile activity here] so we did so repeatedly!"

These equivocal phrases are farcical to parse.

If you ask me...not really...The first half does but the second half is kind of iffy...I here this saying all the time but I guess I have never relly put that much thought into it.

If I Could I would: If I had the abitlity to do it (whatever it is) I would do it (whatever it is).

If I would I could: If I felt like doing it (whatever it is), I could do it (whatever it is).

Broken down it makes a bit more sense...But it certainly is not straight to the point.

I believe it does. If I could afford and iPod I would. If if I would buy an iPod, chances are I could!

properly in relationships it does make experience in away, iam a scorpio myself and that i think of taureses on occasion are extra jealous and dominating and stressful and violant then scorpios and me as a scorpio won't be able to cope with that to lots damm dramma lol

It means that the person does not think they can do it, so they can't. And it shows that the person can do it, if only they would.
