+ It seems that these niche specialty hotels already exist. See the link below. As for a future? People spend available cash on the oddest things.

Hydropolis is scheduled to open in 2009, the the land based Hydrotower is supposed to be open for the 2008 Beijing Olympics.

The future is unsure. The biggest hurdle isn't the engineering, but the debates over destruction of sea life, pollution of the seas and so forth.
