I know this is a joke, but this is even more funny:
There is actually something called yogic laughing. (As in yoga.)
One of the main "exercises" is to laugh with a "ho ho ha ha hee hee."

It's more of an announcement or a way to greet for him. When he "ho ho ho's", he is basically announcing his arrival.
