Hi there.. you haven't given a lot of information to go on or any specifics, but verbal harassment is against the law. I'm not sure what kind of verbal abuse you're experiencing but it could fall under "Hostile Work Environment". The first step is to speak to your boss, if you are comfortable with doing that. The next step (or the first if you feel that confrontation would make you unsafe) is to go directly to Human Resources and file a formal complaint of harassment.
If HR does nothing, you can file a formal complaint with the EEOC (Equal Employment Opportunity Commission) at the link listed below.

Talk to your boss. He/she may not be aware of how they sound when they're being verbally abusive. Be polite but firm. Point out that talking to employees this way is not the way to get good results. If that doesn't work, go to his/her boss or the human resource departments if you have one.

First you need the following items,...

rail road spike, shovel, hefty bags, baseball bat, hammer, car with empty trunk

step one: use hammer to pund rail road spike through the barrel of the bat

step two: take a few major league swings at your boss with your new modified lousville slugger

step three: put ex boss in hefty bags

step four: place hefty bag in trunk of car

step five: drive to iowa and bury hefty bag in a cornfield with bat and hammer (theres nothing in iowa and no one lives there so they won't notice)

step six: take bosses job,.. but be nice,.. because someday,. another individual like yourself may ask me for advice in dealing with her boss too ;)

Joe has obviously never worked for one. My advice, lay low until you can find another job. Confronting these people or going over their head only makes things worse. (Unless you KNOW you can get them fired.) Lifes too short to be the one person who takes them on and the price you will pay for it if you don't succeed in getting them fired is too high to pay.

Human resources - confront your boss first - if it continues - file a complaint - you could have a law suit on your hands.

Ask him to speak in private. Then tell him in a quiet tone you do not have to take abuse. Tell him he will be a more effective leader (boss) if he respects his people and speaks to them as human beings, and not as idiots. Choose your own words.

Call him/her on the abuse and demand more respect. It is one thing for an occasional outburst, but you should not tolerate habitual abuse.
DOCUMENT the incidences.
