Dont open it. Its likely to be malware trying to trick you into buying bogus anti virus software. Dont buy the software they try to sell you. Use a reputable malware removal program to get rid of the little bugger.

It would help if you had given more details about this issue. It would help to know when and where this is occurring.

Do this: Click Start-Control Panel, then double click System. On the dialog box which appears click the Hardware Tab. On this tab click on Device Manager. A new window with your devices will be opened.

Look down the list and see if one of those yellow exclamation marks is on an entry. If it is that means one of your devices is having problems. It is a good way to check for problems in this area. Double click on the entry (if any) and see if the driver is working properly or if the device is working properly.

Now, if something is wrong, how you approach the problem really is determined by how experianced you are with computers. If you are inexperianced, and there is no shame in this, I strongly suggest you take the computer to a local computer repair shop and have an expert fix this issue for you. Do not take the computer to a big box computer dealer like CompUSA or Fry's, you need a good local expert, like Computer Geeks, etc.

Now, if you have a contract with a Help Desk through your computer manufacturer, now is the time to call them for assistance. They can talk you through what you need to do in order to resolve this issue. Help Desks are great and I use to use one when I first started out. Mine was through Dell back when their Help Desk was actually a good one. Now they have sliced it up into portions and it is way more expensive than it use to be and it is not nearly so good any more.

If a device is your problem, you can remove the device, or update the driver for that device. Often, most computer issue are with device drivers, but you have to be really careful when updating them as they can and do cause BSD. If you do have a problem after updating, just boot into safe drive and rollback the driver and then remove the offending hardware until you can contact your manufacturer and get a better driver.

Good luck and have a great holliday season.

Its spyware, run an anti trojan while in safe mode to fix it. Spybot Search & Destroy deals with Smitfraud.
You may need to switch off System Restore as back up files will be hiding in there, and it will just restore itself. Go to Start - programs - accessories - system tools - system restore.
Run your anti virus and anti spyware in Safe Mode. To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.

You need all three anti spyware programs;
http://www.ewido.net - AVG(Ewido) anti trojan.
http://www.lavasoft.com - Ad-Aware SE Personal anti adware
http://www.safer-networking.org - Spybot Search and Destroy anti spyware. Use the Teatimer settings to protect Internet Explorer, and the Immuniser to stop malware getting on your pc.
Also use Microsoft Defender and their online scans.

Theres a full list of freeware on my blog.

The "Critical System Error" warning is a scam. It is usually caused by the Smitfraud infection. Almost all "general purpose, all-in one" spyware and virus removal programs cannot remove it.

To remove go here, download the free, specialised tool called SmitFraudFix v2.126 and follow the procedure.

And here is another removal tool and procedure to remove Smitfraud:

Good luck.

This is spyware. To get rid of it, get Ad-Aware and SpyBot from download.com, install and run them both, Ad-Aware first.
http://www.download.com/

Thereafter, run them daily if you are on the internet a lot. The first time you run Ad-Aware, do a complete scan. After that, all that is necessary is a Smart Scan to keep the computer free of spyware and adware.
