Burn marks? on a mirror? Glass and reflective metal don't normally burn.
I'm guessing this is really a combination of smoke and wax from a candle that were too close to the mirror. A razor should scrape off most of the gunk. Putting some scrap paper and ironing over it might help too, but eventually you'll just have to scrub it off. Hot water, comet, and an old tooth brush might work well.
If the problem is with the back, you'll need to get it re-silvered. With fancy beveled glass, it's often cheaper to scrape all the silver off, and cut another mirror to put behind it. Spraying the back with reflective silver paint sometimes provides adequate results as well.

I'm afraid I don't know the answer to the question..you could try lemon juice?
but i misread burn marks as bum marks and had to share lol

Try a Mr. Clean Magic Sponge. I use them for EVERYTHING and they haven't disappointed me yet!
