If using WinXP, you need to set up the Internet Sharing on the first computer.

Go to Properties for the LAN card connected to the internet, select the Advanced tab, and then click on the Internet Sharing checkbox and set up your settings.

Note that the first computer must always be on for the second computer to access the internet.

Another way to do this, which will allow both computers to access the internet while either of them are off, is to install a router between the first computer and the internet connection. Both computers would connect into the router and it would control the connection to the internet. You can pick up good routers for under $30 all over the place.
