No director or film production company (Ron Howard's is Imagine) would touch any script without representation - meaning an agent or a manager.
You can't really sell a movie idea unless you're an established writer. You should create a script and try to sell that.

Because he is a very established director, Howard will absolutely not consider unsolicited material (i.e. anything that comes in the mail). When an agent sends over a script, it's all very official, so that Howard cannot go ahead and make the film without giving credit to his sources. Because there is the possibility that he opens the mail, reads your movie idea, and happens to go ahead with something similar of his own, leading to your inevitable lawsuit, they exercise a strict "no unsolicited materials" policy. This applies to ANY major director. They simply won't read your script, period.
Unless...If you happen to be his friend, or a friend of a friend, things get a little looser. But you're asking the million dollar question. Chances are, if you have an idea Ron Howard would be interested in, ANYONE would be interested in it. Go write it yourself and start sending it out to contests. You should start winning immediately.

You could contact the directors guild of america
www.dga.org
and start there.
Ron Howard is an amazing man, I've met him, very generous, but I'm sure he's bombarded with scripts daily.
From what I understand, he live in the Sea Pines Resort on Hilton Head Island in South Carolina...
Maybe try there.

The problem is that they will not take unsolicited mail, as it carries with it the potentiality of plagiarism.
It is best to deal with an agent, who will act as an intermediary
