No. The best defense is a good offense. This has been proved countless times throughout history. Any new defense will eventually be overcome by a new form of attack. The best way to protect ourselves is to aggressively eliminate our enemies.

All potential hazardous materials have been removed, handled, and stored at ridiculous cost in some place no safer than where they found them.
