Well, that's the whole joke.

They replace toilet paper, but being fromt eh past, he has no idea hwo to make them work right (thus Rob Schneider snickering on endlessly about it)

However, it was only a plot device. There because it would confuse us just as much as it did the Sylvester Stallone character. If you look at it, there is no way to figure out how it works based solely on looking at it and using common sense. I mean with toilet paper, it might be a little tough but you should be able to eventually figure out run it along your *** to clean up. But there is no way to look at those shells and put together how they clean you. Thus making us as confused as the main character, and adding on to the "interactiveness" and participation of the movie (hopefully in a comedic and therefore more interesting way).

It was a replacement for toilet paper, the exact way it would be used was never revealed in the movie though.

It's their toilet, but they've never explained it on the movie...so I would guess no one knows.
