Can anyone give me an elementary explanation of Quantum Theory? Or do you know of any websites or books that would be helpful?

Quantum mechanics is the physics of electrons and other subatomic particles.

When dealing with small things you have to worry the wavelength of particles or quantization of energy. These things get complex quickly and I will not go into detail.

Try wikipedia for some basic info. Good introductory books are by Griffiths and Liboff - but if you don't have the math background, you'll get lost fast. There's not much you can do with quantum without advanced calculus.

For a good, free introduction to the subject with many links, try the Wiki article. If you want to jump right to the mathematics of it, try the Stanford article. For a fun visual approach to quantum physics, try the Visual Quantum Mechanics homepage.

In a nutshell, quantum mechanics is Newtonian mechanics (Lagrangian or Hamiltonian) but involving complex numbers, so that wave behavior comes out.
