My friends tell me this all the time. The best way to tell someone they talk too much without making them mad is to kindly ask if you may say something before interrupting them and then jokingly saying, "now that we've heard her/his lengthy spiel on that, now I wanna say mine" and so on, something funny to get your point across, but not hurt their feelings. If your friend is smart, they'll get the hint, hopefully.

Put your hand on their shoulder and tell them that they need to shut the eff up! But in a joking way. When they get home it will sink in. hopefully
