1203 WILLOWBROOK LANE still puzzles me? Can anyone help?

The tax assessor's office could not explain the discrepencies in 1207 and 1203. The zoning office says they could not explain how 1207 shows the address of 1203. 1207 appears inhabited since it was finished in summer but 1203 still appears uninhabited. What is my next step to find out who owns it?

Do a title search.

The clerks office should have that information. The records office should have all the books open for you to look up leins, titles and anything else recorded on the property.
