depends on whether you need your eyes to look bigger or are just accenting them.If you have small eyes, do NOT line all around. It takes very round, very large eyes to get away with that. Unless you do a light color..then maybe you could get away with that. For the most part,everyone looks good with the outer half of their eyes lined...just find the right color and BLEND

It depends on the look you are going for. If you have small squinty eyes then I don't recommend lining the entire eye...it just makes the eye look even smaller. I have almond shaped eyes and most of the time I just line top lid and the outer corner of bottom lid...it brings more depth to the eyes and it looks sexy.

You are supposed to line the entire top lid, and the outside corners of the bottom. If you do the inside corners of the bottom, you get that raccoon look ervyone is talking about and your eyes look small. Good luck!

There are no strict rules; we think both effects work beautifully but for different occasions. Lining just the outer corners gives you a wide-eyed quality that's right for day. "Rimming your whole eye adds intensity, drama and more of a nighttime feel," says New York City makeup artist Barbara Fazio. A few more liner notes: No matter which effect you're going for, thicken and smudge the line upward as you get to the outermost portion of your eye to create a lifting effect. And apply the liner close to your lash roots to make your lashes look thicker. Pencil liner works perfectly for pulling off both effects, but liquid liner is better suited for lining the whole eye. When using a liquid liner, keep a cotton swab by your side to fix any boo-boos. "Liquid liner is meant to create a sharp, long-lasting line," explains Fazio, "so there's not much room for error with it."

i do the outer corners. I find that lining my entire eye makes me look like a raccoon. on the other hand, i see many girls who line all the way around. i guess it would depend on what you think looks best on you. although i read somewhere that you are supposed to line two-thirds of the way

You should line the top lashes fully, and the bottom lashes to the middle of the iris. Be sure to smudge both lines.
You can line the entire eye, but it doesn't look natural. It also makes your eyes appear smaller.

It depends on the size and shape of your eyes. If you have small eyes, just put liner on the corner of your top and bottom lid, preferably with shadow and not a pencil. If you have big, buggy eyes, you should put liner on the entire top and bottom. If you have Asian eyes, put liner across the entire top lid only.

Experiment and see what you like best. I start on the upper lid where the inside part of my iris starts and take it to the end of the outter lid - same for the bottom.
