The condo(new constr.) I want has had an offer on it since June, it is now december. Can offers expire at all?

The offer usually has an expiration date. For a unit under construction, it may be "completion + x days". Normally an offer is considered dead if not acted upon within a few days, certainly less than 30 in most cases.

Usually there's some kind of conditional words in the offer saying it's good for x days. If the owner wants to sell to you, they could just turn down the other offer.
