Kiribati

When Kiribati became independant in 1979, the country was divided by the International Date Line. They decided to move the Line to the east around Kiribati so that the whole country would be in the same day. The Line Islands at the east end of Kiribati are about the same logitude as Hawaii, but they are a day ahead, that is where each day and year starts. They got many tourists going there to start the millenium early.

That would be anyone who is on the International Date Line -- which runs North-South down the middle of the Pacific.

I'm not sure which land is closest to it -- though I do know it runs through the Bering Straights, which means that the eastern edge of Siberia is in the first time zone of the New Year, and the Aleutian Islands would be in the last.

New Zealand is the nearest big country to the Dateline, although there may be a few small islands that see it in first.
