Yes they can and nitrogen really isn't the concern. Its the pH of the needles that may present the prob. Neutral they are not. They are extremely acid. Some of the plants that would benefit most from this are the Rhodies and azalea families which can tolerate up to 4 " thick. Use sparingly in areas where pH may be an issue with no more than 1/4" applied. Good Luck

Mulch is a plant based material used as a ground cover and fertilizer. As the mulch breaks down is releases its chemical makeup into the soil. Obviously this takes time, so regardless of nitrogen content it will not burn your plantings.
Some people prefer mulches from evergreens in that they are less friendly to termites

The city I grew up in had a mulching program for trees after Christmas - they would pick them up at the curb, haul them away, and mulch them.
