at what time after something happens (to cause panic) do you start to panic?

I usually don't panic in REAL emergencies, only in the imaginary situations I manage to create on a fairly regular basis in my head (where they usually stay).

I try not to panic, it doesn't help, and in the movies it just makes things worse, and a lot louder.
