I want an explanation for the second sentence, when do we use it, in which situations and so on.

Since exaggerated refers to excessiveness, "way over exaggerated" is itself excessive. This is a colloquial usage. The piling on of modifiers sounds uneducated, but is sometimes used ironically for humorous effect.
