Pattern of some kind is good, even going by another item, although it needs to be bigger than it seems, since the seams take up more cloth. Sewing machine helps a lot to, by needle and thread, it will be a long time to work on. Then again I just usually alter clothes, not usually sewing new ones.

It is much, much easier to make clothes if you have a sewing machine. You don't have to have an expensive, fancy one that does 16 million different things. A simple one will do just fine.
You need pins, pattern, scissors thread and some instruction on how to use them.
