heres the formula, it costs a certain amount kWh, i.e kilowatt hour, is you have a 1200 w heater, and you run it for one hour, you pay for 1.2 kWh, the price of a kilowatt hour should be written on you electricity bill.

Power Output * Time Used * Price of Unit kWh.

Cost - we generally pay for each kilowatt hour.
Therefore, the cost of running these are the same whether the heater is Halogen, Ceramic, Quartz, or Convention.

I prefer a heater with a fan source at it appears to more quickly warm a room. As others have noted, without a fan, you only feel a sense of warmth if you stand directly in front of unit.
However, if it's for a bathroom, some dislike the fan, as it give a feeling of cooling instead of heating. I use a fan type here also, but direct the air movement away from my exiting the shower.

We started doing the same in an 1100 sq. feet apt last winter and it did help some. We shut both bedroom doors and both bathroom doors and used oil filled electric radiators. A very nice warmth from them. The thing is that when you put the thermostat back up the next AM the gas furnace has to run longer to bring it back up. But even with this we did have a savings on both our gas and electric bills it wasn't a whole lot but every dollar counts. If you are using any space heater with an open element that turns orange or red they are not energy saving. Anything that heats up quick with an element like that such as an electric stove and oven, space heater, toaster uses more electric.
