In the beginning of your senior year of high school. You should visit campuses that you are interested in during the summer holidays and then start applying in September - October. You should be completely finished by Thanksgiving.
But be aware that different schools have different application deadlines.

There is no better time than the present, but most students find it best to begin the application process early in their senior year, then narrow the search down by the time the acceptance letters come in (for early application, about November for regular application, by March in the latest). If you're a little behind in the process, no worries! Most students wait until mid-summer to make the final decision.

you may want to look and see if the college you want to attend accepts early decision. I am going to Virginia Tech and applied early decision and got it!
but you really should apply as soon as possible and make sure you have a back-up school

Check with your school counselor for advice and paperwork/applications as soon as possible. It's never too early, especially if you're looking for a scholarship or grant.
