No, of course not. It just makes more sense economically. Dwarves eat more. They'd need constant lunch breaks, whereas elves can go days at a time without eating. They're like camels.
Santa didn't want to have to hire Snow White to cook for the dwarves. (Extra money)
See, it's all about saving money and being frugal.

He uses dwarves for the jewelry and other high-level stuff. Their talents would be wasted on cheap plastic toys.

dwarves are mean spirited drunkards. Elves are cheerful dumb saps that are easily manipulated. Hope it helps!
