Depends there are lots of many ways to create a website these days. You can do it in HTML editor and upload it via an FTP program but it is likely that you do not know HTML if you have this question.
You can use Frontpage it is good for beginners, as well you may look at a website creator which allows you to upload images, text etc... but you have to pick a template to go by. The templates to pick can range from 100's to 1000's depends who you use. I would do a search for website creator on the web I do believe that there is a lot free options too.

A website and a text editor such as Notepad. Yahoo! Geocities allows you to build a website. If you are going to do it this way (it involves typing out all of the code) have a look at this website www.w3schools.com. It's free and very useful! If you want to be lazy, Microsoft Script Editor - accessible from Microsoft Word under Tools ==> Macro - is a basic drag and drop program - it's included in Office. There is also plenty of expensive stuff such as Microsoft Frontpage. It all depends on how hi-tech you want your website to be.

Technically all you need is Notepad (built-into all Windoes operating systems). Usually this is for advanced users. Otherwise, better programs to make webpages would be either Frontpage or Dreamweaver. Both are fairly expensive but can be great tools.
If you are very new designing webpages, check out these tutorials on how to learn HTML programming language. Also, you can create a free Geocities account using your Yahoo ID and password to start making a free website. This way you can get a hang of how things work and its simple.

Depends what you want the website to do. If it's ecommerce, google shopping carts and it will give you some ideas. Shop Factory (new version = 7) is one, Actinic is another.
If you just want a presence on the web, then NetObjects Fusion is easy to use.
Alternatively, learn html and create your own.
To get your website up on the internet you need an ftp programme. There are some free ones out there.

What kind of website? The most basic website doesn't really need any technology. You just need a good plain text editor. I would recommend Googling and getting the various examples on the internet. One editor I have on my computer is Notepad++ (http://notepad-plus.sourceforge.net/uk/site.htm ).
People will tell you to get Dreamweaver, Frontpage, etc., but I seriously suggest you learn HTML and CSS. HTML is used to mark up documents to indicate headings, paragraphs, etc., and CSS is used to create presentation styles, like how you want the heading to look (what font, size, position), and so on.

For unexper. I recommend Dreamweaver 8 or Microsoft Publisher (found in the Microsoft Word 2003 Package). They have realy complete and nice templates. If you want a pic or video site, I recommend http://www.piczo.com It has a site builder that makes everything very easy.
If you want a free forum, I recommend http://www.jconserv.net it has a site builder, of course.
