They never have been.

It's legal to have a backup copy of anything you own, and it'd be too expensive to have the lawyers try to prove that you didn't buy what you're downloading.

They've been going after people who upload, let other people download from you. That is never legal, unless you own the rights to whatever you're sharing.

Yes. It is part of a plan to CONTROL and REGULATE EVERYTHING on the net. Get an annonymous browser and some good privacy software. If you get charged, don't pay the fine. Take EVERY case to the supreme court. F&#^ the system!! The internet belongs to the PEOPLE.
