Total myth.

You will find no evidence supporting this story except for the odd motion in the background in that scene. That is not even evidence. It is an odd motion and you cannot tell exactly what it was.

Also, if that was a munchking hanging himself, why was he allowed on the set in the first place. Have you ever worked at a movie set? You are not allowed on the set unless you have business on the set. There were no munchkins in that scene. No director would have allowed them on the set unless they were in the scene. To allow this is to allow people to disrupt the filming.

Also, on top of that, the characters are facing directly at it when it happens. If it were a person hanging himself, then you would think they would react somehow. Do they stop? Do they scream? Do they try to help the guy? Nope, they just keep skipping down the yellow plywood road. They don't even slow down or break the skip when it happens.

Finally, any serious filming (including filming done back in the 30's) would have filmed the scene more than once for protection. This was done on "The Wizard of Oz" because a scene with Margaret Hamilton as the Wicked Witch taking off on her broom is the original shoot. The second shoot had problems and she was burned. This shows that shooting each scene more than once was done. So, if this is true, then why leave the hanging scene in there?
