A stair is the actual thing that you climb up, a step is the movement you make whilst you are climbing the stair.

Usually when there are only a few, people call them "steps" and when there are more than several, they call them "stairs" unless you're talking about "The Spanish Steps", which are lots of steps, but since they were named that by the English a long time ago, before lots of stairs were in existence, they called them steps. Stairs are more modern invention, going along with multi leveled buildings, whereas steps have been around for a long time, ever since the first huts flooded when it rained and someone figured out to build the huts higher up "so we can step up into them" as water flows downwards, not up.

stairs is an old english word which means continuous, more than ten, steps are usually just a few, ten being the maximum amount. steps are meant to help you get only 1 - 3 ft. higher, while stairs can take you up a level of as much as 25 ft. sometimes more, sometimes alot more... but in a home usually no more than 25 ft.

same thing its how you use the words "hence stairs are internal , steps external." you go up the stairs to bed (not the steps) you run up the steps in a park (not the stairs)

stairs are stairs you can walk up and down them. Steps however where a really cheesy boy/girl band who sang a few songs and then disappeared, thankfully
