I'm trying to secure a centrifugal clutch onto the crankshaft.

That is a hardened casting. You will need to take it to a welding shop that also does machine shop work. Some NAPA stores have machine shops in the back room. There may be other auto parts stores that also do. If you are determined to do it yourself: file a flat spot, very small and then center tap it. With a good drill bit, for a 3/8" it would run you about $15. Run your drill as slow as you can and use plenty of oil.. When I drill through hard stuff I like to make a pilot hole of 1/8". You will also need a good drill bit for that. So by the time you buy both the drill bits you would have paid to have it done in a shop. They will have also got it centered better than you probably will.

better to tak it to a machine shop where they have the proper tools to do the job.
