Because in the days when cast type was used for printing, capital letters were kept in the upper of two cases arranged by the frame where copy was set and small letters were in the lower of the two cases.

The UPPER case letters are cooler than the LOWER case letters. Their cooler because their bigger, and the lower ones are like in the lower class. They aren't as cool, because they don't look as cool, and they don't have as much money. Its a social thing.

Much like you can tell what people come from which side of the railroad tracks, so goes the way of the Upper and Lower case letters. Sigh...life is just not fair.
