Try this it worked for me. Plus its fast.
1. Click the start menu
2. Click Run
3. Type in msconfig and press "ok"
4. Click on Services top right, next to start up.
5. Click on "Hide all Microsoft Services"
6. Click on "Disable all"
7. Now click on Startup (top right)
8. Disable All(Disabling all Stupid programs not needed to run windows.
9. Click Apply then close.
10. It will ask you to restart for changes to take effect. "RESTART" You will notice the differance as it boots. If no Differance. More than likely Hardware issues.

This is a complicated answer.

If by slower you mean your overall system hardware performance, then yes, but only if the program is running. It takes system memory and processor time to compute the strings of data sent to the CPU. When the program is not launched or running, it will not affect the PC.

If by slower you mean network speed, or internet speed, then once again yes, but also only if the program is running. If the program is running and you are downloading or uploading several files your internet will seem much slower, because your bandwidth (amount of data that your computer receives and sends through the internet in a given time) is being used up by the program.

One final thing to note is the type of files. Some files can be infected with virii (plural for virus) or worms. These files can corrupt, destroy or just basically mess up your PC. By using caution and proper anti-virus software you can easily reduce your chances of your PC being infected by this malicious software to neraly 0%. Here's link to a free Anti-Virus program that many people recommend, http://www.free.grisoft.com/

Good Luck and Enjoy

Torrent downloaders like uTorrent are spyware free. P2P applications like limewire include spyware along with their installers.

They will certainly TRY to make it bad and slow, but you can avert that by using strong security. By this, they will become useful rather than a nuisance.
