I cannot download any programs to retrieve the passwords, due to the fact I do not have admin rights? How would I go about getting the windows password?

You ask the owner. He obviously doesn't want you installing junk on his machine, or he would have given you admin access.
Booting to safe mode won't work. I have no idea where people keep coming up with that idea. Safe Mode still requires you to know the Administrator account's password -- unless of course the owner didn't set an Administrator account password. If there's no password on the Administrator account, there's no need to boot into Safe Mode.

If there are other admin accounts, you can use that password to change yours. If not, maybe a key logger could help. Also you could try making another account. That last one won't help with the admin password, but you'll have a separate account. Other than that I'm not sure I can help.

Ask the administrator. If they don't wish to give it to you then you could be charged with trespass if you break into the system as an administrator.

Start your system in "safe mode" then go to > start > control panel > user accounts and once there you can make the proper changes to your system.
