It means that I (BUSH) reallly messed up iraq and im not going to admit to it ever ever ever ever.

One of two things got the saying bird in the hand worth two in the bush wrong the hand is somewhere it's not supposed to be but having fun anyway.

Bush has used this expression in reference to the U.S. involvement in Iraq. It means to continue with the plan(the course) as it was started and carry out his intentions in Iraq whatever that might be.
