The differences in the DNA between cats and dogs would make this impossible. They are in different Genera. The Genus and species of an animal is based partly on the ability of them to breed and produce fertile young. Basically only members of the same species can do this. Different species can often breed but the young are sterile hybrids. An example of this can be seen by breeding a horse and a donkey. They will produce a mule, however the mule will be sterile and will never be able to reproduce. Also, the difference in chromosome numbers would negate any positive results from fertilization of an egg.

I can't say for sure, but givin the prevalence of people that have both dogs and cats, if it was possible, I'm sure it would have happened before and it would be known. I googled dog cat crossbreeds and found nothing.

it isn't to reproduce, it is a show of dominance (probably it is the dog on top of the cat, the dog is showing its dominance).
