Not only is your battery dead but your internal battery or power pack is dead too. It would be more cost effective to replace the whole laptop rather than replace the battery and power pack. I would immediately begin transferring all of your pertinent files to an external storage device (CD, external hard drive, memory stick, etc.) Then, begin shopping for a replacement laptop.

after a while the battery loses it's ability to hold a charge. The best way to prevent this is to let your laptop run off the battery until it gets low and then recharge. If the computer is constantly plugged in it loses energy because it constantly goes from 99% to 100%.

while that might not seem like a big deal it can add up over time.

All rechargeable batteries will eventual lose their ability to hold a charge over time. Popular Science Magazine recommends that you completely recharge then completely drain then completely recharge then completely drain over and over again. If that doesn't work freeze it for 24 hours in a plastic bag with all the air pushed out then wipe the frost off it and repeat the recharging and draining cycles. This should work but they were talking about laptops that still had Ni-Cad and Ni-MH batteries and Lithium ion batteries.
