its the negative ions found in fesh `air` being trapped within the fibres of the clothing ,clothes dried indoors have less access to these ions (more positive ions indoors) ,negative ions are more present near waterfalls and after an electrical storm

That isn't necessarily true. It all depends on where you live. Living in the rural areas with no smog or industrial sites, yes it would smell nicer. Living in New York City? I don't think so.

One reason is that the sun produces ultraviolet radiation which is a germ killer. UV lights are used to disinfect water at the treatment plants, for that reason.
