You refer to The Donkey, by G. K. Chesterton.

When fishes flew and forests walked
And figs grew upon thorn,
Some moment when the moon was blood
Then surely I was born;

With monstrous head and sickening cry
And ears like errant wings,
The devil's walking parody
On all four-footed things.

The tattered outlaw of the earth,
Of ancient crooked will;
Starve, scourge, deride me: I am dumb,

Fools! For I also had my hour;
One far fierce hour and sweet:
There was a shout about my ears,
And palms before my feet.

The poem is about a humble donkey, who in the first verse, describes his ancient birth, He then goes on to describe his looks in the second verse.

The tattered outlaw of the earth = tattered mean to look disheveled, with torn clothes, thus he is the poor outcast of the earth

Of ancient crooked will = he has old and stubborn ways

Starved, beaten and verbally beaten, he is silent

and he keeps his secret to himself

for as it tells you in the last verse, he had an hour of glory so great, when everybody celebrated his arrival, and laid palm leaves under his feet = carried christ through the golden gate into Jerusalem
