Is there any way to make a "bleach paste" that I can apply directly to a stain on a white shirt without just pouring bleach directly onto it?

Sure, take about 1/4 cup powder laundry detergent and stir in bleach until desired paste consistency is reached or try the new thicker ultra clorox that you can pour directly onto clothes or try a bleach pen

I personally don't use bleach anymore and haven't since oxyclean came out. Try some powder oxyclean directly on the stain and rub it in with a wet toothbrush or scrub brush. It really works wonders and doesn't wear down clothing fibers live bleach does.
