are the peoples of Britain who made the post holes some 8000 or more years ago a civilization and if not, why?

Civilization essentially means an urbanized central population, with massive cities (i.e. Rome or Athens). It also means everything that must necessarily exist in a city: An economy, a culture, a society, etc. The tribes who built Stonehenge, by comparison, lived in much smaller villages and settlements that were much more primitive culturally and economically.

From the original 'Civitae' meaning "City dwellers'".

This was actually a Roman Tax terminology.
'Paganae' being "those not living in cities", also allowed to practice their faith without exception since only the 'Citizens' were forced to worship at the Roman Temples.
